Protection of Rights of Children under
18 years is the responsibility of the Child Welfare members. Though
fundamental rights guaranteed by the Constitution of India are
common for adults and children, there are some rights specifically
defined for children. The United Nations Convention on the Rights of
the child to which India is a signatory also has specific articles
on rights of child. There are also special laws for children in
India. All children irrespective of caste, colour, and creed are
entitled to the full enjoyment of their rights. Some children
however need special attention like those marginalized due to
economic or social exclusions or those subjected to physical, mental
or sexual abuse and in need of care and protection, victims of
natural or manmade disasters, children in conflict with law etc.
In order to inspect infrastructure with regard to ensuring safety
and security of children and implementation of the Right of children
to free and compulsory Education Act (RTE) 2009 CWC members made an
surprise visit to five Child care centers in Raichur as well as in
Devedura taluka. CWC Chairperson accompanied by the members during
the visit. During its inspection at five child care centers, the
team appreciated the CCCs management and lauded it for keeping the
CCC's premises clean. It said that the centers had well-maintained
toilets for children. "They have maintained toilets for drivers,
conductors and lady attendants separately," the team stated. After
finishing their inspection the team visited Government hostel in
Deviduraga, where it urged the management for cleanliness. "The
toilets for children were poorly maintained, no proper place for
sleeping and 70 are accommodated in the small hall, which was not
hygienically maintained well. CWC members advised the concerned
authority to look into the matter without delay. During the surprise
checks, the team members mainly focused on elements like boundary
walls, installation of CCTV cameras, complaint box in the corridors
and separate washrooms for the junior and senior wings.
